Boundary Commission NI is conducting a review of constituencies which will affect NI Westminster (and possibly Assembly) seats
The proposed boundaries dataset is exempt from the Open Gov Licence (as is any Land and Property Services mapping on the Commission's site. See www.boundarycommission.org.uk/maps & www.boundarycommission.org.uk/content/c-crown-copyright). This limits file transfer, publication, demonstration etc without prior written consent of LPS.
Under the current licence if anyone wanted to show the effects of boundary change on population & demographics, deprivation etc, they would require permission from LPS. Even if I wanted to demonstrate the boundary changes to a group, the licence states I would have to get LPS permission.
This limits transparency at a time when these changes will affect communities and voters. Why should a government department decide on appropriate use of a key dataset as part of a review by the independent Boundary Commission?
