Lone Pensioner Allowance Statistics

Lone Pensioner Allowance (LPA) was introduced on 1st April 2008 and is administered jointly by Land and Property Services (LPS) and the Northern Ireland Housing Executive (NIHE). LPS is responsible for processing applications from ratepayers who own their own home whilst NIHE is responsible for processing applications from ratepayers who rent their homes. Ratepayers aged 70 or over and living alone may be entitled to a 20% reduction in their rates. LPS holds details on individual awards of LPA made by LPS and on the total amount of LPA awarded by NIHE at Northern Ireland level. The information provided is at a point in time and the tables are updated annually.

The information published in these tables is based on data held by Land and Property Services (LPS). The information provided is at a point in time. The tables are updated on a yearly basis. The names and the alphabetical order of the District Councils relate to names as detailed currently in legislation. Information is provided on the number of people awarded LPA, which is based on individual National Insurance Numbers awarded LPA. As LPA is awarded through the rates bill, most of the allowance is awarded at the start of the financial year. As a result there is little change in the Net Amount of LPA awarded through the course of the year. The figures for the number of people awarded LPA include Nil awards. LPA is awarded where there is entitlement even if the applicant is in receipt of full Housing Benefit. If Housing Benefit circumstances change and they become liable for all or part of the rates, the LPA will then be applied automatically to the account. The number of people awarded LPA can go down, whilst the overall Net Amount of LPA awarded increases. This could be as a result of changes in the group of people qualifying for LPA and the associated rates bill. Figures for the Total Net Amount of LPA Awarded by NIHE at Northern Ireland level relate to invoiced amounts posted to the LPS system during the financial year. Due to the timing of invoices from NIHE, some of these may not be posted until the following financial year.
